Introduction


1. Purpose

The aim of Surrey Coalition of Disabled People is to promote the right to independent living and equality of opportunity for disabled people in Surrey.

We do this by influencing policies, strategies and services where these impact on the lives of disabled people in Surrey.

2. The Organisation

Surrey Coalition is a User Led Organisation (ULO) run by disabled people with a membership of over 1060 individuals and organisations which are also user led.

Surrey County Council provides core funding through an annual grant, in recognition of its responsibilities under the Disability Equality Duty and Government Policy to support and enable User Led Organisations.

Surrey Coalition supports and enables disabled people to be involved and to have influence through a developed network of organisations and involvement processes at local, county and national levels, working together to create a stronger voice for disabled people in Surrey.

Surrey Coalition is run and managed by a Board of 12 Directors all of whom are disabled people. Each Director takes a lead role for each of what we call the 12 Basic Rights of disabled people, as detailed in this Action Plan.

3. Action Plan for Surrey 2010/2011

This Action Plan sets out the priorities for involvement, campaigning and influence during 2010/11, and the processes which will be used to achieve these.

Section 1 - Strategic Issues and Priorities for 2010 - 2014

Section 2 - Lead Board Directors for each of the 12 Basic Rights Issues

Section 3 - Actions for improving access to the 12 Basic Services which disabled people should have the right to expect.

Section 4 - Involvement by Board Directors at National and County level.

Section 5 - Involvement in Disability Equality Schemes and Action Plans.

Section 6 - Network of regular Involvement Processes, Boards and Committees through which disabled people also influence policies and services across Surrey

Strategic Priorities FOR 2010 - 14

The following Key strategic issues and priorities have been identified and provide the framework for Surrey Coalition's Action Plan for 2010/11:-

1. Working with Adult Social Care to deliver their Strategy for 2010 – 2014, including

1.1 13 Implementation Projects, in particular:

  • ULO Demonstrator Project in Epsom, Ewell and Banstead, and roll out to Reigate/Redhill and then to other Boroughs
  • Information Project to provide a web-based information directory
  • Commissioning and Procurement of services

1.2 Commissioning Strategies including:

  • Sensory Impairment
  • Physical Disability
  • Advice and Advocacy Services

1.3 Roll out of Self Directed Support across Surrey from July to December 2010

1.4 Participating in Quality Assurance processes and monitoring

2. Working with partners to implement the ‘Right to Control’ Trailblazer Project in Epsom & Ewell and Reigate & Banstead.

3. Working as a key member of Surrey LINK, including:-

    Leading on Social Care issues, in conjunction with Action for Carers Surrey

    Supporting the work of the Mental Health and Learning Disabilities Sub Group

    Working as a member of CQC’s National Speak Out Network and giving views to CQC in Surrey.

4. Ongoing work on Disability Equality, including:

  • Being involved in the review of Disability Equality Schemes and Action Plans of public bodies in Surrey.
  • Using the Equality 2025 Roadmap and the Human Rights Act to work towards achieving Disability Equality by 2025.
  • Contributing to national campaigns on Disability Equality

5. Contributing to the development of Surrey Transport and Surrey

Bus Review 2009 - 2011

6. Being involved in implementing the "Building the National Care Service" White Paper, launched on 30th March 2010, including:

  • Stage One - implementing the free Personal Care at Home Bill from April 2011 if approved by both Houses of Parliament.
  • Stage Two - from 2014 extending the coverage of free personal care to people in residential care, and a Commission to agree how people should contribute.
  • Stage Three - the introduction of a comprehensive National Care Service which is free when they need it for all adults with an eligible care need.

7. Implementing ODI Guidance to disabled people and their Organisations, “Making the most of Partnership Boards” March 2010

8. Responding to current Government consultation on Reform of Social Care Law.

9. Responding to National Consultations affecting disabled people when they arise.
